Summary of the work This is an opportunity to play a role in the way that standards are developed and maintained to enable interoperability between the systems used to manage people’s health and social care. We are looking for a supplier to work with us to recommend an effective service design for such standards. Expected Contract Length 3 months Latest start date Monday 2 May 2022 Budget Range Capped £160K maximum budget excluding VAT Why the Work is Being Done NHS England’s Transformation directorate is accountable for ensuring there are robust processes and governance models for the development of information standards. These standards drive greater interoperability between NHS and adult social care systems. Currently there is no clearly defined end-to-end process for developing these, which slows down the pace of delivery and impacts the quality of the product. We want to improve the customer journey, reduce ambiguity for the teams involved, improve the quality and time it takes to develop information standards to support interoperability. NHS England is seeking a partner to provide practical recommendations for how we can address these issues and a design for a service that standards developers can use to develop complete implementable solutions. This would encompass and integrate the existing teams and functions developing, managing, assuring, publishing and maintaining information standards. Doing this will ensure that interoperability standards produce complete solutions that are fit for purpose and easy for care providers, care commissioners and system suppliers to adopt. We are looking for a supplier to recommend an effective end-to-end process and service design for developing and maintaining standards to support interoperability. Problem to Be Solved Some of the key challenges experienced by those seeking to develop standards for interoperability are: - confusion over which central enabling function team does what - how/when to engage central enabling functions, what prerequisites need to be in place and how long the process takes - Inconsistent prioritisation across central enabling function teams, lack of clarity on handovers between them (along with possible duplication) - A lack of user focus and understanding of the user needs, both of those seeking to develop standards, those seeking to implement them, and that these needs are being met. Work package aims: - understand and document the needs of users who will use this service to develop and or implement standards - work with the standards and interoperability team and the enabling teams to develop and design an end-to-end process and service wrap so that interoperability standards are easy to create and produce complete solutions that are first for purpose and easy to adopt - identify and document methods, best practices and principles for standards development and associated criteria from the various enabling teams - provide a recommendation for an effective end-to-end process and service design for developing and maintaining standards to support interoperability. Developers and implementers of standards to support interoperability, including system suppliers, care provider and commissioning organisations. Current Phase Discovery Skills & Experience • Be able to successfully apply user-centred design methodologies to inform new ways of working • Be able to demonstrate experience of supporting organisations in the public sector to apply the principles of user-centred design and agile delivery methods • Be able to demonstrate experience of using service design or user research to influence organisation strategy or the approach of senior/board level decision makers. • Understand and be able to demonstrate experience of supporting organisations to use a range of research and design methodologies to deliver services for a diverse mix of users • Be able to demonstrate recent (within 2 years) experience of recruiting a diverse workforce and promoting a supportive and inclusive culture. • Be able to demonstrate recent experience (within the last 2 years) of supporting organisations to develop digital services that meet the Government Service Standard. https://www.gov.uk/service-manual/service-standard. Nice to Haves Demonstrate understanding of the role of information standards to support interoperability Work Location Leeds, London Working Arrangments Work may be carried out remotely or from multiple sites, including the supplier’s Leeds and London’s offices. Subject to any Government public health restrictions, face-to-face workshops with groups of stakeholders will be preferable, but can be carried out remotely if attendees are unable to attend in person. (12.5%) • Describe how the team will be resourced and organised to deliver the plan, including the skills and experience you would deploy. (12.5%) • Provide a case study which demonstrates how your approach has supported service redesign and what sustainable benefits this enabled (8.5%) • Demonstrate experience of working in, and an understanding of, the challenges of service redesign in the health and care sector (4%) Cultural Fit Criteria • Outline your approach to working with a range of stakeholders including ones with little knowledge of agile or user centred design, with examples of established productive and collaborative relationships (10%) • Provide examples of how it proposes to fight climate change through the reduction of consumption and waste specific to this contract, if awarded (5%) • Provide examples of how it proposes to increase overall diversity and inclusion within the contracted workforce specific to this contract, if awarded. Please outline how this work is expected to build on the work done by Marvell Consulting in May 2021? The work done by Marvell Consulting in May 2021 was around the creation of a digital service to make it easier for various consumers of standards to discover which standards are relevant to them, and find supporting material. This work is focusing on the process by which we commission, develop and maintain standards at a national level in England. 2. Can suppliers use multiple examples in their responses to questions? Yes. 3. In the work package aims there is mention about a “service wrap.” Can you confirm that the scope of this discovery is not to deliver that service wrap? The scope of this work excludes delivering a new service wrap. The aim of this work is to make recommendations. 4. Can you share the procurement time table? Aim to sift and shortlist W/C 28/03. Issue RFP 04/04. Submission of RFP 15/04. Evaluate and seek governance approval W/C 25/04. Award Early May/ 5. Is the scope related to supporting interoperability for nationally recommended standards? Or is it broader (i.e. international standards). This service needs to be able to handle all standards that support interoperability across health and adult social care in England. It is not constrained to nationally recommended standards. This service should support local and internationally recommended standards too.
