Economic Evaluation of Fair Start Scotland

Tender description

The Scottish Government (SG), on behalf of the Scottish Ministers wishes to commission an economic evaluation of Scotland’s first fully devolved employability service, ‘Fair Start Scotland’ (FSS). Fair Start Scotland launched in April 2018 with an overall ambition to support people who want help to find work into sustained employment. The key focus for the service is to provide tailored and personalised support to those furthest removed from the labour market, such as those with health conditions or disabilities, the long-term unemployed, and those with other barriers to employment such as a lack of skills or confidence. The Scottish Government is already undertaking a wider (non-economic) evaluation of the Fair Start Scotland service with the first and second annual evaluation reports published on the Scottish Government website. This economic evaluation will be published alongside the third annual evaluation report in Autumn 2021. The primary aim of the economic evaluation is to help us understand the impact, performance, and value for money to the taxpayer of the Fair Start Scotland service. In addition, the economic evaluation should: - Contribute to our understanding of what works in employment support for individuals and to the continuous improvement of policy and service design. - Help ensure accountability and value for money from the procurement and management of future services from 2021 onwards.
