Tender description
Client Organisation: Wales Environment Link Service required: Research into innovative funding mechanisms for environmental projects Estimated value of tender: £10,000 Estimated duration: 20 days between March and July 2021 Name of Contact: Karen Whitfield, Joint Director, Wales Environment Link Response deadline: Wednesday 17th March 9am Clarification and negotiation meetings: Clarification meetings week commencing 15th or 22nd March Confirmation of contract: Decision by Friday 26th March Completion of work: Friday 30th July Overview Wales Environment Link (WEL) is a network of environment, countryside and heritage organisations working in Wales, and linking the work of the environmental NGO sector with the Welsh Government, public bodies and the Senedd. Our vision is a thriving Welsh environment for future generations. WEL supports its members to work together, primarily on environmental policy and advocacy, building trust and expertise within the network. In April 2019, the Welsh Government declared a climate emergency, and has since acknowledged the interlinked nature emergency, as referenced in the 2019 Interim State of Natural Resources Report. The work of the WEL network focuses on tackling the climate and nature emergency. WEL seeks a consultant to research and report, with appropriate recommendations, on practical ways for the environmental NGO sector to broaden its options for funding environmental projects. Many environmental NGOs in Wales rely on a small number of large Trusts, or public funding, to fund their environmental work. Core funding is increasingly scarce and project funding is also increasingly difficult to identify. The report should also research potential options for shared resourcing for multi-partner project development. Methodology Applicants should propose a methodology and produce a report that includes the following: 1. Identification of new methods/models for funding environmental projects, potentially run in partnership, to include private and public funding mechanisms 2. Lessons learned from other appropriate third sector groups, such as the arts sector 3. Provide practical recommendations that environmental NGOs can use to broaden their funding opportunities 4. Scope out some options for shared project development resources that eNGOs could draw upon to improve their capacity to develop multi-partner projects, particularly if they don’t employ dedicated project development staff. The successful candidate will provide a robust research methodology that ensures this report is delivered on time and within budget. Outputs/deliverables The following outputs will be required: • an accessible, bilingual report in Word and pdf The report should be presented in digital format for use online and should be bilingual, both English and Welsh, with Welsh content presented as per Welsh Language Commission bilingual presentation guidelines. They should be accessible and disability compliant for use on the WEL website. There is a separate budget available for translation, though we would expect the successful candidate to organise translation and then invoice us for this separately.
