St James’s Hospital Board hereby notifies its intention to engage in direct negotiations with Intuitive Surgical Sàrl for the purchase of a surgical robot system and its associated consumables, training and maintenance plans, with a view to entering into a contract agreement upon completion of commercial negotiations. St James’s Hospital is Ireland’s largest teaching hospital, and the Da Vinci Xi dual console platform has been identified by SJH’s Robotic Surgery Project Team as the only one currently on the market capable of meeting its robotic surgery and training needs for Cardiothoracic (mitral valve repair, lung resection), Gynaecology (cancer and non-cancer hysterectomy), Urology (prostatectomy, nephrectomy, adrenalectomy, pyeloplasty), ENT (oro-pharyngeal tumours removal, thyroidectomy). The requirement is for a multi-arm dual console system using wristed instruments, with robotic stapler and capable of fluorescence imaging. An established and local supply chain for on-going supply of required consumables and maintenance is also required, as well as the assurance of in-country technical support to minimise the risk of downtime. The Board of St James’s Hospital hereby invokes Article 32 of Public Sector Directive 2014/24/EU providing for the use of a negotiated procedure without prior publication ‘(b) where the works, supplies or services can be supplied by only a particular economic operator [when] (ii) competition is absent for technical reasons’.
