Tender description
DCAD of the Department of Foreign Affairs is responsible for Ireland’s official programme of assistance to developing countries, and its main focus is the fight against world poverty and hunger. Given the complexity of issues that can arise in financial risk management, and with a changing context of aid, specialist expertise is needed to assist DCAD in a number of areas: • evolving FRA and PFM risks in development cooperation modalities; • specific FRA and PFM risks in fragile and conflict affected states and post-emergency contexts; • fiduciary risks associated to non-governmental channels (such as multi-lateral, NGOs, research and policy think tanks); • applying recent research findings of lessons learned to PFM reform programmes; • linking fiduciary risk with a broader financial governance agenda; and • capacity development of DCAD staff on how to analyse, manage, engage and monitor around FRA and PFM processes and programmes. Development Cooperation and Africa Division (DCAD) of the Department of Foreign Affairs is responsible for Ireland’s official programme of assistance to developing countries, and its main focus is the fight against world poverty and hunger. A central tenet of aid effectiveness is strengthening partner country ownership and capacity by strengthening country systems and national capabilities in the delivery of development cooperation. Given the complexity of issues that can arise in financial risk management, and with a changing context of aid, specialist expertise is needed to assist DCAD in a number of areas. These include: • evolving FRA and PFM risks in development cooperation modalities; • specific FRA and PFM risks in fragile and conflict affected states and post-emergency contexts; • fiduciary risks associated to non-governmental channels (such as multi-lateral, NGOs, research and policy think tanks); • applying recent research findings of lessons learned to PFM reform programmes; • linking fiduciary risk with a broader financial governance agenda; and • capacity development of DCAD staff on how to analyse, manage, engage and monitor around FRA and PFM processes and programmes. There is a need for ongoing training of staff on all these areas, building on the development of a strong capacity to date, and expertise is sought in designing suitable training modules on all relevant areas of PFM.
