Tender description

The purpose of external research is to support measurement of the project’s progress against agreed deliverables. Initial evaluation will be used to establish the baseline data that demonstrates the need for the operation and from which progress towards the operation’s objectives can be assessed. The end-of-project evaluation will be used to assess and understand the impact of the operation. The work should both identify and utilise existing datasets to inform the research, and fill in information gaps in those datasets. The work should also consider and account for the global coronavirus pandemic and its likely disturbance of prior trends in existing datasets.
