DN528827 Emergency Care During Placement Transition

This is emergency care for children / young people who are in the process of transitioning to a new placement. In some occurrences there can be difficulties in identifying a placement which results in the service sourcing emergency care - this can involve a provider supplying staff to provide care to complex children on a 2:1 ratio basis and as there is no capacity in the service to deliver this Children's Social Care are currently spot purchasing this emergency care but the AD has identified that this will need to form part of a commissioned service going forward. As such, Commissioning will commence the process of adding Prospero to the DPS Framework while further work is underway to develop tender exercise for emergency support and accommodation next year An exemption order is required as an interim solution while this work is underway to avoid retro orders An exemption for £100,000 was recently raised by Laura Davies, however this has been used far quicker than anticipated, but there being 4 children currently being looked after by Prospero staffing. Three of these children require 2:1 24 hour staff, and the fourth requires 4:1 24 hour staff. Placements have not yet been found for any of these children. This is a second request due to a delay in being approved.
