Cork City Council Housing Programme 2021-2023

Tender description

The Cork City Council Housing Programme 2021-23 is a part of Cork City Council’s delivery plan for Rebuilding Ireland as approved by Government in July 2016, although this procurement process may include schemes that will be delivered beyond the lifetime of Rebuilding Ireland. Rebuilding Ireland plans to provide 47,000 additional social housing units nationally, over a six year period to meet social housing supply requirements. There are significant targets to be delivered in Cork City and in this regard the Cork City Council Housing Programme 2021-23 is a major part of the Council’s delivery plan for Rebuilding Ireland and any subsequent national housing delivery programme. Cork City Council proposes to deliver both social, affordable and mixed tenure schemes in delivery of its housing programme for the coming years and therefore invites proposals from Candidates which can deliver social, affordable, or mixed tenure schemes, to include new build construction, conversion of existing buildings, or a scheme which forms part of a larger development. Affordable or mixed tenure schemes may include provision for cost-rental delivery in partnership with an Approved Housing Body. The Council through a Competitive Dialogue procedure, as specified in Article 30 of Directive 2014/24/EU on public procurement, wishes to identify suitable Candidates to contribute to the delivery of the Cork City Council Housing Programme 2021-23. It is not possible to identify definitive solutions at this stage as there are a number of legal and financial aspects which can only be specified by taking account of the particular features of the location of each housing site and the relevant stakeholders.
