Tender description
GMCA is seeking a service provider that can provide Occupational Health (including Asbestos Screening), Counselling, Physiotherapy and Employee Assistance Programme services to its range of staff for a minimum of two years, with an option to extend this contract for a further two periods of 12 months. It is our intention to run this Market Engagement Event to notify interested parties that GMCA is looking for organisations to deliver but not limited to the following: The contract is required to ensure that the organisation can continue to provide and maintain the following support for employees: o Health Promotion o Maintaining and Developing a Healthy Workforce o Support to remain in work – early intervention o Support to return to work – back to work • There is a legal requirement to provide some medical testing for example Statutory Medicals and Asbestos medicals. • Other non-statutory medicals assist mangers with the management of sickness absence and can ensure that legal responsibilities, such as the consideration of reasonable adjustments, are met by managers and therefore the organisation. GMCA employees cover a range of services. A large proportion of staff are Operational GMFRS staff who attend fires, road, rail and air traffic incidents, clean up chemical spills and floods, and defend against acts of terrorism. They also spend a great deal of time promoting fire prevention within the community. Operational staff cover a range of physically and mentally demanding duties, a number could work anywhere in the world in response to an accident, or disaster. Whether home or abroad, staff can be exposed to challenging conditions and could have to deal with traumatic events. As an emergency service GMFRS has to ensure a high level of service to the people of Greater Manchester and has to ensure their staffs are fit and healthy to provide this service in challenging environments. Furthermore, with a large proportion of support staff within the GMCA it is also important that employees and managers have access to early interventions and Occupational Support that can assist with supporting employees to remain or return to work. As such, GMCA need a provider that can meet a range of needs from a diverse workforce. Occupational Health and Physiotherapy Services provision are key areas within the service and requirements will include but not limited to: • Statutory Medicals for firefighters • Pre-employment medicals • Other firefighting specific medicals and health surveillance including LGV assessments, vibration assessments, asbestos medicals • Vaccinations • Fitness Assessment • Counselling • Specialist referrals • Eyesight tests • Functional hearing tests • Capability and ill health retirement (IQMP) assessments • Case conferences • Alcohol / drug testing • Physiotherapy • Rehabilitation plans • Occupational therapy • DSE Eyetests and Aids to Vision The GMCA invites organisations wishing to bid for this service to attend a supplier event between 17th and 19th February 2021 where the programme delivery requirements will be outlined. Following this event and taking on board feedback from the market, the ITT will be published on the Chest. Bidders will then have a 30 day period to prepare their proposals to deliver the programme.
