LHEES DRAFT METHODOLOGY PEER REVIEW

Tender description

The Scottish Government would like to appoint a supplier to carry out a peer review and quality assurance of the draft Local Heat and Energy Efficiency Strategy (LHEES) methodology. This peer review will result in a draft methodology that will support the introduction of a statutory duty on local authorities to produce local heat and energy efficiency strategies and associated delivery plans. The Scottish Government has contracted Zero Waste Scotland (ZWS) to develop a draft methodology for LHEES. ZWS began work on the methodology in April 2020, and are due to complete it by 31 January 2021. This will form the basis of the peer review being commissioned through this contract. The methodology under development by ZWS draws from the experience of the LHEES pilot programme and the ZWS capacity building programme (a Scottish Government funded programme that supports local authorities with strategic energy planning, such as LHEES). The specification for the ZWS draft methodology work will be provided to the winning contractor.
