Summary of the work Produce automation strategy for the Council. Identify the capabilities required to sustainably implement automation technologies. To include identification of the technologies, governance and resources required to maintain as part of BAU. Lead on the delivery of automation activity for the Council, ensuring that return on investment is maximised. Specialist role Programme manager Expected Contract Length 3 months Latest start date Monday 1 February 2021 Early Market Engagement Some pilot activity underway in the Council under the Digital First programme. Who Speclialist Work With IT team, business area leads, Digital First Programme Team. Two pilots for robotic process automation are underway. What Specialists Work On Develop an approach for the Council to implement automation of manual processes. Identify the capabilities required to sustainably implement improvements using automation technologies. To include development of a strategy and identification of the technologies, governance and supporting resources which will be required to implement. Skills & Experience • Have experience of developing corporate approaches to Automation technologies • Have experience defining the technical requirements to establish an automation function. • Have experience of defining the human resource requirements to support an automation function. • Have experience of managing automation/robotic process automationprojects • Practical experience of working with automation tools. • Ability to engage on a technical level with relevant teams and providers - hardware and software • Have experience and understanding of the major vendor and partner options for delivering automation. Nice to Haves • Have experience of undertaking automation work in Local Government. • Have experience of establishing governance processes Work Location Lynton House, 255-259 High Road, Ilford, Essex, IG1 1NN Working Arrangments Remote due to Covid working arrangements at the council. Is there a current incumbent? No, this is a new role. 3. Is there a level of security clearance required for this assignment? No 4. Does the automation role involve a new platform on cloud or improvement to the existing one on premise? Only pilot activity has been undertaken to this point so should be considered as new rather then improvement activity. 5. What is the day rate budget? We anticipate a maximum of £800 6. Please can you confirm which specific aim(s) / goal(s) for your organisation an automation strategy is fulfilling? This work is primarily addressing a need identify and deliver savings. 7. Are you looking for a technical person (Automation Engineer etc.) or someone more focused on strategy with experience working in tech projects (more of a Business Analyst or Project Manager etc.)? The individual should be more focused on strategy but would need specific experience of automation. 8. Please can you confirm the IR35 status? HMRC employment status check returns - Off-payroll working rules (IR35) apply 9. Please can you provide details of the tech stack? There is no predefined automation technology - this engagement will be developing the approach and associated tech requirements. 10. Please give details of the pilots for robotic process automation are underway:• What are they?• What stages are they at?• Who is running them? The pilot undertaken was to automate reminders to cases in arrears in our Housing service - the pilot has ow completed and the long term solution sis now being considered. 11. What are your current priorities for automation? This work is primarily addressing a need identify and deliver savings.
