Tender description

Trinity College Dublin will issue a tender for COVID-19 Antigen Test kits on the 6th of January 2022. The test kits will be specified for self-test/home-test applications. The tender will establish a Framework Agreement with a maximum of 5 vendors. An initial requirement for Trinity College Dublin will be awarded to the No.1 ranked tenderer. The initial requirement will be for a minimum of 200,000 tests. The RFT will include a mandatory selection criterion that specifies products must be listed on the EU certified list of COVID-19 Antigen Test kits. Please also note, due to the level of demand expected in Q1 2022, the specification will seek assurance of the robustness of the logistics systems that will be implemented to source, manage and ensure timely delivery of batches of product to the end user. The RFT will be structured to enable other Third Level educational institutions to avail of the Framework for COVID-19 Antigen Test kits. Lot 1: Trinity College Dublin will issue a tender for COVID-19 Antigen Test kits on the 6th of January 2022. The test kits will be specified for self-test/home-test applications. The tender will establish a Framework Agreement with a maximum of 5 vendors. An initial requirement for Trinity College Dublin will be awarded to the No.1 ranked tenderer. The top 5 vendors based on MEAT scores will be appointed as framework members. Subsequent drawdown contracts will be implemented via a quotes and/or mini-competition process which will be specified in the RFT. The RFT will include a mandatory selection criterion that specifies products must be listed on the EU certified list of COVID-19 Antigen Test kits: https://ec.europa.eu/health/sites/default/files/preparedness_response/docs/covid-19_rat_common-list_en.pdf Please also note, due to the level of demand expected in Q1 2022, the specification will seek assurance of the robustness of the logistics systems that will be implemented to source, manage and ensure timely delivery of batches of product to the end user. Where tenderers rely on the capacity of third parties to deliver the contract, responses will be required to demonstrate the operational aspects of the relationships. Eg. letters of undertaking and references. This Prior Information Notice is to communicate the requirement and advise that the RFT will issue for a period of 15 days due to an anticipated urgent demand for Antigen tests across the third level education sector in Q1 2022. The RFT will be structured to enable other Third Level educational institutions to avail of the Framework for COVID-19 Antigen Test kits. No expressions of interest are required at this time. Any queries and clarifications can be issued in response to the initial RFT that will be released on the 6th of January 2022.
