Scope of Works The Council aspire to redevelop Mount Pleasant Car Park (MPCP), which could include, but not restricted to, a leisure-led use complemented by other ancillary uses, i.e., urban park, F&B hub and provision of new cultural and workspace pop-ups. To enable progress on the proposal, further detailed feasibility studies are required. The Council have previously commissioned a Concrete Report, which has highlighted several concerns with the structure, and several outcomes are possible. Further surveys and assessments are required by a highly qualified and reputable engineering consultancy. Their services would include: • Further visual inspection/survey report • Review of any existing reports (including CLAN reports) and other as-built information that may be available • Undertake an existing capacity assessment, load change assessment, stability assessment, and confirm loading requirements • Assess bill of quantities against proposal • Establish costs of maintaining the structure once repurposed for the proposed new use, i.e. lifetime of the building if repaired and redeveloped • Summary report/presentation and meeting to discuss findings A final report on the above bullets would follow and will allow the Council to ascertain the most viable and deliverable scheme moving forward. An emphasis on repair and maintenance of the existing structure is optimum, this would allow redevelopment to take place. The overall aim is to establish the viability of the proposed scheme, whilst clarifying the future costs of maintaining the structure to repurpose for a proposed new use.
