Summary of the work The programme manager will manage the implementation plan for moving DefCARS into the cloud, delivering the transition and transformation, coordinating resources across a multi-supplier environment and reporting on progress. The individual will be responsible for risk management, making sure the implementation plan is current and handling change control. Specialist role Programme manager Expected Contract Length 24 January 2022 to 7 July 2022 Latest start date Monday 24 January 2022 Maximum Day Rate Up to £800 ex VAT per day. Standard 8 hour working day, includes expenses to base location agreed with the Buyer. Additional expenses only paid with prior approval of the SSRO. Early Market Engagement There was no pre-market engagement Who Speclialist Work With The Specialist will report into the Principle Business Analyst in the DefCARS team that sits under the Buyer's Chief Analysts and COO. The Specialist will be coordinating resources across a multi-supplier environment including the Buyer, DefCARS supplier, IT managed service provider and Microsoft Azure reseller. What Specialists Work On The responsibilities will be: 1. Managing the implementation plan for moving DefCARS into the cloud; 2. Delivering the transition and transformation. Make sure that the system meets the requirements including security, business continuity and disaster recovery, continuous improvement; 3. Co-ordinating resources across a multi-supplier environment; 4. Support the contract exit plan; 5. Provide real time reporting on the programme progress; and 6. Work closely with the DefCARS supplier's project manager throughout the term. Skills & Experience • Evidence of ability to organise, plan, report, escalate, unblock, motivate and provide structure to deliver an outcome; • Experience of leading projects including migrating, application and data from on premise environment to a Microsoft Azure cloud environment; • Experience working with external suppliers and contractors to deliver outcomes; • Ability to manage risks in a complex transformation project; • Experience working with MS DevOps; and • Experience leading Agile delivery teams. Nice to Haves • Experience leading projects in government; • PRINCE2 qualified; and • Experience of DevSecOps. Work Location Single Source Regulations Office 3rd floor Finlaison House 15-17 Furnival Street London EC4A 1AB Working Arrangments The Specialist can work remotely, or from the Buyer's office at Furnival Street, London EC4A 1AB. Given the nature and potential sensitivity of information which the Specialist may be required to handle, the Specialist must obtain prior written consent from the Buyer for any remote working outside of the UK. Security Clearance The Specialist must be subject to BPSS. The Specialist must have, or must be willing to obtain, SC clearance. Additional T&Cs The Buyer expects that off-payroll working rules (IR35) will apply to this role (subject to assessment). All expenses must be pre-agreed between the parties and must comply with the SSRO Travel and Subsistence (T&S) Policy. The Specialist will be required to work up to 5 days per week up to 31 March 2022, and then up to 3 days per week for the remainder of the contract period. One day equates to eight (8) hours. The additional and refined terms and conditions will be provided to shortlisted candidates. Can you advise what the IR35 determination would be for this opportunity please If the specialist provides the services through their own limited company or another type of intermediary, then the specialist will fall within the scope of IR35, as this contract is considered a supply of resource and the specialist will be managed and working within an SSRO team. The SSRO will assess the specialist to determine whether the required tax payments are being made to HMRC. If the SSRO determines that the required tax payments are not being made, the specialist will be added to its payroll to deduct the relevant PAYE from the specialist’s invoice and pay it to HMRC.
