Creation of Framework Panel for the Provision of Consultancy Services to Support HMTreasury Green Book Business Case Development & Business Case Appraisal Activity

Blackpool Council would like to appoint a framework panel which it can use to support two distinct activities:- Lot 1 - Town Deal Business Case Appraisals Lot 2 - A panel of Economic Consultants which it can call upon to assist in wider HM Treasury Business Case development support and wider applications into other funding sources over a 2 year period from framework establishment The benefits being:- (i) Time saved – i.e. one procurement process and then a simple call off arrangement (ii) Value – it is possible that more cost effective rates from consultants could be achieved, due to the commercial merit in being involved within a 2 year period. It is intended that the panel will include no more than 5 consultancy organisations. Please note that it is expected that any work will be allocated on a rotational basis based on consultant’s availability at the time of allocation.
