Tender description
Launched on the 24th February 2021 the City Deal and Inclusive Future Fund is the largest ever single investment package by Government into the Derry City and Strabane District Council area. It is a historic and exciting intervention that will contribute to building a stronger, more competitive, resilient and inclusive economy, will deliver higher paid jobs and contribute to creating a more regionally-balanced economy over the coming years. Along with its partners Derry City and Strabane District Council has secured a funding package of £210m through the City Deal and Inclusive Future Fund from the UK Government and Northern Ireland Executive. Furthermore, Derry City and Strabane District Council and its project delivery partners are contributing additional funding of circa £40m which will bring the total investment to around £250m. An Outline Business Case (OBC) is required to be developed to the Department of Finance’s Five Case Model guidance and the Treasury Green Book Guidance for approval by the UK government and the Northern Ireland Executive so as to enable the City Deal to be formally signed off. The Outline Business Case is critical because the projects will only deliver the intended benefits and outputs if they are properly scoped, planned and cost justified from the outset. The Five Case Model comprises five key dimensions which are set out below: - • Strategic Case • Economic Case • Commercial Case • Financial Case • Management Case
