Provision of Merchant Card Acquiring and Payment Gateway Services to the CIE Group of Companies

This requirement replaces the previously advertised requirement for “Merchant Card Acquirer Services” e-tender reference number RFT 100005 TED Reference 2015/S 196-355716. CIE Group Companies require a single operator to provide a Merchant Card Acquiring and Payment Gateway solution for the collection and processing of credit and debit card payments for the CIE Group Companies. CIE Group Companies have identified a need to replace legacy Payment Gateway processing systems and replace with a modern fully managed service for the collection and processing of credit and debit card transactions for the CIE Group Companies. The contract award is for a period of three years with an option to extend for an additional period of 2 years at IE / CIE's discretion. A significant transition period is envisaged and so provision of services may not commence until 2017. Lot 1: As Online and card payment transactions continue to increase Irish Rail is seeking the services of a Card Payment Merchant Acquirer. Irish Rail-Iarnród Éireann is seeking to put in place a service provider for the provision of Merchant Card Acquiring Services to manage its credit card and debit card transaction processing for a period of 1 year with an option to renew for a further 1 year. The Merchant Acquirer must be able to handle all Iarnród Éireann sales channels and be able to cater for its current and future passenger sales. The Merchant Acquirer must accommodate multiple sales channels. The Merchant Acquirer must provide online access to historical and real-time transaction information, with capability to monitor exceptional items and export merchant statements. Iarnród Éireann require online access to a holistic view of transactions across multiple sales channels (ECommerce, POS, MOTO, etc) and all transactions should be traceable (link to the originating payment channel). The Merchant Acquirer must provide information on measures it uses in fraud prevention. Any future Merchant Card Acquiring Solution must be PCI compliant. The Merchant Acquirer must provide online access to historical and real-time transaction, with capability to monitor exceptional items and export merchant statements. Iarnród Éireann require online access to a holistic view of transactions across multiple sales channels (ECommerce, POS, MOTO, etc) and all transactions should be traceable (link to the originating payment channel). The Merchant Acquirer must provide information on measures it uses in fraud prevention. Any future Merchant Card Acquiring Solution must be PCI compliant.
