Summary of the work The Independent Monitoring Authority (IMA) established in 2020 is set up to be digital-first organisation reliant on its website and complaints portal to receive complaints from the public. The website is also the place where stakeholders and partners will visit to learn about new initiatives and understand our work. Expected Contract Length 2 years hosting and support Latest start date Monday 14 February 2022 Budget Range up to £35k for the design, build & development, up to £5k pa hosting and support Why the Work is Being Done The IMA’s website needs to be the main point of call for citizens who wish to access our complaints portal to make us aware of an issue where their rights might potentially be infringed. The current website needs to be more dynamic and easier to navigate. In its current form it is not easy to intuit or find relevant information and there are no clear Call To Actions to help the user journey. Easy navigation and use are also crucial factors for the new website. Problem to Be Solved We need to make it easier for website visitors to learn about the IMA’s function and responsibilities and submit complaints to the IMA. Who Are the Users The IMA website has three key user cohorts. EU and EEA EFTA citizens living in the UK (United Kingdom) and Gibraltar whose rights are protected under the Withdrawal and Separation Agreements. As a member of this cohort, I need to be able to easily understand my rights, the function of the IMA in upholding and monitoring my rights, how to submit a complaint to the IMA, and how my complaint information will be used. I need the website to be accessible and easy to understand. Public bodies operating in the UK and Gibraltar who are responsible for implementing citizens' rights, for example Government departments, public health organisations, and Devolved Administrations. As a member of this cohort, I need to be able to understand how I may be monitored by the IMA, and find information on changes in guidance. I need the website to be a valuable resource for information and guidance. Stakeholders also responsible for upholding the rights of EU and EEA EFTA citizens in the UK and Gibraltar. As a member of this cohort, I want a to achieve a network of advocacy groups. I need the website for information and knowledge sharing, and a place to signpost citizens. Existing Team The supplier may need to liaise with our current website provider for ease of content transition. There is a small communications team and an IT manager within the IMA with good digital knowledge. Current Phase Not applicable Skills & Experience • Experience designing and building responsive websites • Experience building websites fully compliant with the international WCAG 2.1 accessibility standard to AA level • Experience needed in GDS and accessibility requirements • Experience in efficient content migration from a client's existing site • Extensive knowledge of the CMS (Content Management System) market with a client-centred approach to CMS selection • Experience running research into existing web user's requirements and preferences, and to use alongside traffic analytics to inform project development • Experience arranging effective training on the use of CMS for different levels of publishers • Experience providing administration, maintenance and development services for your website post-build • Experience of security patching and testing • Cyber Essentials + Certification Nice to Haves IS27001 certified (or equivalent) Work Location The IMA is based in Swansea but work can be completed remotely / nationally Working Arrangments The supplier will be expected to carry out the work remotely from their secure premises. If possible, the IMA may request in-person project meetings at the IMA offices in Swansea. Alternatively, these can be hosted via Microsoft Teams.
