Award of contract without further competition. Under clause 6(1) (b) (ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition (only where no reasonable alternative or substitute exists and the absence of competition is not the result of artificial narrowing down of parameters of the procurement). In this case, the grounds for not exposing to competition are as follows: - Kantar is the only research agency who can provide data in the format required for this Project. - Comparability & compatibility with existing data (which was provided by Kantar) is essential for this research project to provide longer time-series to examine changing patterns of food purchases.
