Tender description

Essex County Council (ECC) and Southend-on-Sea Borough Council (SBC) are seeking to commence procurement in Spring 2022 for Transfer, Treatment and Disposal Services for source segregated municipal bio-wastes arising in the county of Essex and the unitary authority of Southend-on-Sea. This Prior Information Notice (PIN) has been issued to the open market to invite interested suppliers to participate in a further market engagement exercise to assist in the development of tender documents. We are requesting that interested suppliers complete a short questionnaire via the hyperlink in I.3. of this notice. ECC may organise short follow up calls in the New Year following review of responses, if any clarifications are required. Lot 1: Green waste only (ECC) Receipt and treatment of green garden waste in accordance with all relevant legislation to produce a marketable end product which meets the PAS 100/Quality Protocol quality standard (as may be amended from time to time) or equivalent for or equivalent for the county of Essex. Lot 2: Green waste only (SBC) Receipt and treatment of green garden waste in accordance with all relevant legislation to produce a marketable end product which meets the PAS 100/Quality Protocol quality standard (as may be amended from time to time) or equivalent for Southend-on-Sea Borough Council (SBC). SBC are considering their options with regards to green waste disposal therefore we have included their requirement as a separate lot from ECC's should they wish to take up any tonnage through this contract. This lot will be based on a zero minimum tonnage. Lot 3: Food Waste Only (ECC and SBC) Receipt and treatment of separately collected food waste in accordance with all relevant legislation to produce a marketable end product which meets (dependent on treatment type) either PAS 100/Quality Protocol or PAS110/Quality Protocol quality standard (as may be amended from time to time) or equivalent for the county of Essex and the unitary authority of Southend-on-Sea. Lot 4: Mixed Green and Food Waste Only (ECC) Receipt and treatment of any combination of green garden waste and food waste in accordance with all relevant legislation to produce a marketable end product which (dependent on treatment type) meets either PAS 100/Quality Protocol or PAS 110/Quality Protocol quality standard (as may be amended from time to time) or equivalent for the county of Essex. Lot 5: Transfer and Transport (Haulage) Receipt, bulk and transport of Municipal Bio-Waste originating from a variety of waste operations to dedicated treatment plants/disposal points as directed by the Customer.
