Summary of the work Provide assurance on a new data architecture that will support The Pensions Regulators (TPR) Auto Enrolment (AE) service. Expected Contract Length 3 months +6 months(optional) Latest start date Tuesday 1 February 2022 Budget Range Stage 1 £24,000- £48,000 Stage 2 (optional) £24,000- £48,00 Why the Work is Being Done TPR are moving into the next phase of its strategic roadmap, evolving the services and solutions that support AE. Since the original architecture and solutions were established, over the last 10 years, there has been significant change in how the AE services are delivered. This includes the recent transition of outsourced services and supporting technology into TPR. Problem to Be Solved TPR are defining a new target state data architecture that will underpin our strategy of delivering data driven services and solutions. We require specialist expertise to independently review and assure the architecture, that will include assessment against original requirements and evaluating conformance with best practice. The structure of the proposed architecture, to be assessed, will include: Logical data model (entity level) Data lifecycle for key entities Current state definition and assessment Non-functional requirements Applied principles and standards Target data architecture The supplier will provide an evaluation, including any recommendation for improvement, and present to senior stakeholders within TPR (Stage 1). Based on Stage 1 the supplier might be asked to provide a revised evaluation, including any recommendation for improvement, and present to senior stakeholders within TPR (Stage 2) Who Are the Users The data architecture will be the foundation of the AE service. This is used by all UK employers (>1M), for declaration of their duties, and TPR staff who manage, and support, the AE service. Work Already Done The scoping and high-level definition of the data architecture will be started prior to the engagement of a supplier. Existing Team TPR has business analysts and technical architecture teams that will contribute to this work. Current Phase Not applicable Skills & Experience • have the necessary skills and experience in logical data modelling • have the necessary skills and experience in event driven architectures • have the necessary skills and experience in domain driven design • have the necessary skills and experience in architecture frameworks, such as TOGAF • have the necessary skills and experience in data standards • have the necessary skills and experience in identifying and evaluating existing architectures • have the necessary skills and experience of Microsoft Azure data and messaging technologies • have the necessary skills and experience of innovation and strategic thinking • have the necessary skills and experience in communicating with senior stakeholders • have the necessary skills and experience of working as part of wider client team Work Location See below regarding remote working. If there are any face-to-face meetings or in-house workshop facilitation, it is likely to happen at this address. The Pensions Regulator Napier House Trafalgar Place Brighton BN1 4DW Working Arrangments We will work remotely with the team during developing. Facilitation of the workshops is also likely to be remote. Occasional face to face meeting might be required at Brighton subject to agreement and circumstances. Security Clearance DBS level clearance will be required for all personnel before commencement of the contract and the TPR reserves the right to require SC level depending on the nature work during the term of the engagement.
