Tender description
<p>Customer and Local Services (CLS) of the Government of Jersey are responsible for the administration and payment of health benefits for people with sickness or disability. Some sickness and disability benefits require the claimant to be assessed through a medical board, consisting of a medical practitioner who has been appointed by the Minister for Social Security. The appointments are to assess the individual and determine the extent of their illness or disability, and how it impacts on their day-to-day life. Assessments are based on factual medical history reports and are not to diagnose an ailment. The two benefits that require a medical board are: • Long Term Incapacity Allowance (LTIA), and • Invalidity Benefit (IB) The department is currently seeking an expression of interest from individual doctors or a medical practice who may be interested in undertaking these services under a GOJ standard contract for the provision of professional services on behalf of the department. This requirement may commence late 2022 for a period of 2/3 years and the work will be performed ideally at the medical practice premises</p> <p><strong>How do medical board sessions work?</strong></p> <ul> <li>An average of 2050 medical boards are conducted each year</li> <li>They are run daily Monday to Friday, morning, and afternoon sessions</li> <li>The morning session consists of four appointments and the afternoon session three </li> <li>LTIA medical boards are conducted by one medical practitioner; IB medical boards are conducted by two doctors</li> <li>To help the process, all Jersey General Hospital medical records are made available for assessments and doctors have access to x-rays and scans</li> <li>CLS will provide training in the relevant benefit areas</li> </ul> <p> </p> <p><strong>Doctors are required to:</strong></p> <ul> <li>Be registered with the General Medical Council</li> <li>Be trained in disability and functional assessments</li> <li>Provide medically correct and factual reports</li> <li>Be fair and impartial</li> <li>Advise CLS of assessment based on documentary evidence</li> <li><span style="text-decoration: underline;"><strong>Attend GOJ premises on Jersey for delivery of services and or be able to provide (accessible) premises in Jersey for the delivery of services.</strong></span></li> </ul> <p> </p> <p>A competitive Invitation to Tender can be accessed once an expression of interest is made via this portal for the provision of these professional services.</p> <p> </p> <p>Ideally we ask this is made via our tender portal ( <a href="http://www.channelislandtenders.com">www.channelislandtenders.com</a>) using via the response wizard function as this portal will be used for the tender opportunity.
