Local Authorities have a statutory duty to arrange suitable alternative education (AP) for permanently excluded pupils, and for other pupils who because of illness or other reasons would not receive suitable education without such arrangements being made. The flexible framework agreement used for the procurement of alternative education expired on the 31st March 2021. The new purchasing system for AP is set to be introduced from January 2022. As a result, there is currently no contract number for alternative provision and invoices for existing and new placements cannot be processed by SEND Commissioning or the Alternative Provision Teaching Team (APT). Procurement has advised that an exemption must be submitted for each provider to cover both service areas and the relevant cost codes for each team (EDALT for SEND Commissioning and ESICE for APT). NISAI is a new DfE registered Independent School hence this specific request.
