***PRE-MARKET ENGAGEMENT EXERCISE*** ID 3685007 – DE - Pre Market Engagement of Sharing the Learning – Sustainable Resource Management. The Department of Education (DE) wishes to establish a contract with a Supplier to deliver wrap around educational support to children, young people and families, augmenting the work of schools in the area. The Supplier will also be required to disseminate good practice across Northern Ireland. Prior to initiating a procurement exercise, DE wishes to engage the market to establish the level of market interest in participating in the procurement process. The objectives of the Pre-Market Engagement exercise are to: - gain initial supplier awareness, engagement and opinion; - obtain supplier views on key issues relating to the scope and structure of the procurement(s); - understand views on the timescale for mobilisation and deployment of the Project; - provide confidence around deliverability of options; - understand the key issues that are likely to encourage, or discourage, suppliers from bidding; - Ensure that the Project procurement(s) and contracts are attractive to the market and encourage competition, including to potential new entrants to the market in NI; - gain insight to the market possibilities and potential innovative solutions; - understand risks and issues not previously considered; - inform the Outline Business Case; - inform the Procurement Strategy; and - prevent DE from advertising an unachievable project. The next stage in the process will be considered once this Pre-Market Engagement exercise has been completed.
