CPL is engaging with the marketplace to discuss proposals pertaining to the development of a Dynamic Purchasing System for the provision of Estates Professional Services to educational institutions and is seeking pre-market input from interested parties Lot 1: Appointment of Bid and Funding Specialists These consultants would assist educational and wider public sector institutions in the compilation of their bids to help maximise the quality of output both in consideration of the building project and the demonstration of improvements to the curriculum that the funding drawdown if successful would be expected to achieve Lot 2: Project Management Consultants These consultants would assist educational and wider public sector institutions by being responsible for and leading the entire construction project on behalf of the client from concept through to post delivery in line with RIBA stages 0-7 Lot 3: Land Acquisition and Disposal Consultants These consultants would assist educational and wider public sector institutions with the acquisition and disposal of land as required to facilitate the building project Lot 4: Surveyors and Specialist Consultants These consultants would assist educational and wider public sector institutions advising on any specialist land issues e.g where land is contaminated or where there are existing legal covenants as to the future use of the land on achieving a positive outcome that facilitates the project Lot 5: Planning and Approval Consultants These consultants would assist educational and wider public sector institutions with all planning processes ensuring that they maximise the potential of planning permission being granted for the project Lot 6: Architectural Services Consultants These consultants will assist educational and wider public sector institutions providing full architectural support services throughout the project term from concept through to post completion in line with RIBA stages 0-7 Lot 7: Cost Consultants (QS Services) These consultants will assist educational and wider public sector institutions by providing procurement cost expertise, leading on all cost elements of the project and managing these throughout the project cycle in line with RIBA stages 0-7 including the development and monitoring of all agreed cost change control procedures Lot 8: Civil / Structural / M&E Consultants These consultants will assist educational institutions and the wider public sector to prepare the initial structural and mechanical concepts and design for consideration working with other appointed consultants. They will continue to provide services throughout the project term from concept through to post completion in line with RIBA stages 0-7 Lot 9: Building Services Engineering Consultants These consultants will assist educational and wider public sector institutions to prepare the initial building services mechanical concepts and design for consideration working with other appointed consultants. They will continue to provide services throughout the project term from concept through to post completion in line with RIBA stages 0-7 Lot 10: Principal Design and CDM Consultants These consultants will assist educational and wider public sector institutions by leading and managing the production of the full design programme particularly through RIBA stages 2-4 whilst working closely with other appointed consultants through RIBA stages 0 and 5-7. Specific BREEAM & SKA requirements will be led by these consultants on behalf of the educational institution. They will also oversee full H&S operations on site throughout the project duration Lot 11: Building Information Modelling Consultants These consultants will assist educational and wider public sector authorities by helping the various consultant disciplines involved within the construction project to collaborate effectively in the delivery of project outcomes. Their main project involvement is during the construction phase although they may have peripheral involvement in other RIBA stages Lot 12: Contract Administration Consultants These consultants will assist educational and wider public sector institutions by being responsible for the administration of the Building Contract, including issuing of additional instructions and the various certificates required to allow the handover and occupation of a building, until all of the defects have been rectified and the defect period concluded at the end of RIBA stage 7 Lot 13: One Stop Shop Of all Consultancy Services These consultants would assist educational and wider public sector institutions to procure all required professional services pertinent to each individual project as per the disciplines outlined within this DPS as per descriptions and CPV codes provided. As this is pre-market engagement, the final lotting structure will not be determined until the DPS is launched to tender and it is likely that any supplier appointed under this lot will also need to be represented across the remaining allocated lots.
