Independent review of DHS to ALR Safety Assessment

Provide independent assurance of the hazard assessment process that's been undertaken by the SMP Alliance to give National Highways Executive and Board confidence in that SMP Alliance assessed every engineering solution and that the proposal of the SMP Alliance is likely to achieve the expected outcome. If this is not the case present specific recommendations that can be taken forward within the time constraints of the schemes, with clarity in how they link to hazards, and the evidence base on safety benefit.
