Soft Market Test – To seek expressions of interest from a Social Enterprise to deliver an effective Healthwatch service in the Sefton Area.

<p>The purpose of the Soft Market Test is to gather knowledge of providers in the market and commonly available functionality within systems available which will help inform any subsequent procurement exercise that may be carried out. The Soft Market Test is not a formal procurement process and is being used to assist in shaping the requirements to ensure the solution best meets the needs of the Council. The Soft Market Test process does not commit the Council to any design, platform, application, feature, function or technological solution of any of the providers who choose to participate in the process. Sefton Council wishes to see expressions of interest from a Social Enterprise which could be an individual organisation or a consortium to deliver an effective Healthwatch in the Sefton area. The Social Enterprise should have the experience and the capacity to deliver this service and all submissions will assist in determining our procurement strategy and approach, identify options to make the service more sustainable, and inform the development of our service specification.
