Licence agreement for an HR and Payroll System

Tender description

Licence agreement for the continued use of the HR and Payroll System Scottish Canals is required to renew the licence agreement for access to the HR and Payroll system to deliver key services. Scottish Canals is currently undertaking a Digital transformational change programme of which incorporates the HR and Payroll solution. The costs to Scottish Canals to undertake a system refresh prior to the outcome of the transformational programme would be substantial and Scottish Canals would incur duplicate costs. As permitted under The Public Contracts (Scotland) Regulations 2015 Regulation 72(1) which permits contracts to be modified if certain criteria is reached. Sub section b ii of the regulation permits for an contract modification if a procurement would cause significant inconvenience or substantial duplication of costs for the contracting authority. Scottish Canals has modified the current contract to allow for a 12 month extension to the licence agreement for the optimum use of public funds.
