Development Phase Support for new offshore wind (OSW) leasing round (“INTOG”)

Tender description

Procurement of a suitably qualified and experienced consultancy to support the Development Phase of Crown Estate Scotland’s new offshore wind (OSW) leasing round (“INTOG”), aimed at innovation projects (IN, capacity <100 MW) and projects designed to decarbonise oil and gas infrastructure (Targeted Oil and Gas, TOG, no capacity constraints). The workload associated with INTOG means that contracted resource is required to support the development of this activity. The resource is required from November 2021 until the end of February 2022. Resource requirements are likely to equate to 2 full time equivalent (FTE) over that period. The work in this ITT is focussed on the development of the INTOG process: Map/ agree exact award processes (in consultation with Crown Estate Scotland team) Update scoring guides (in consultation with Crown Estate Scotland team) Develop application/assessment/ award documentation, based on ScotWind Leasing documents: - Offer Document - Applicant Guidance Notes - Application Forms - Assessment Spreadsheets Property agreements (Option & Lease Agreements, Exclusivity Agreements) will be provided by Crown Estate Scotland Liaise with existing providers to ensure electronic portal suitably converted for use in INTOG process Develop/ deliver process training to designated assessors
