Summary of the work Develop and cohere operating models, including data architecture and systems interfaces to de-risk the delivery of future integrated systems. Key specialist outputs include; Data Exchange and Flow; Deployed Data Analytics Model and supporting Data Architecture; Coherence of Operating Model and Data strategy across projects. Cyber Risk Assessment Reference is RAR-BNAP6CFB Expected Contract Length 2 Years plus an option to extend for a further 5 Months Latest start date Monday 1 November 2021 Why the Work is Being Done The aim of the Land ISTAR Programme is to deliver a capability to operate effectively in every environment in the 21st Century, through delivery of an overarching vision and digital system for the Land ISTAR enterprise and the integration of the required sensors, platforms and applications. Establishing a coherent, integrated data architecture across CEMA, ISTAR and Joint Effects to underpin the sensor – decider – effector ambition is key. Initial focus is on the core system, including operating model, use cases, data strategy, data model, data architecture, and data engineering support to the design and development of the distributed deployed digital system. Problem to Be Solved The Land ISTAR Programme needs to develop the core technical artefacts and system designs that define how data will be used to enable the future ISTAR system. Defence does not have the necessary digital skills, technical expertise or experience to deliver this requirement within the necessary time period to achieve an operating capability in 2024. Deciders – The users within the HQ who will use the information to make a decision on what to do next – generate an effect or re-task a sensor to find out more. This is where sensor data might be fused with other data sources to create a Common Intelligence Picture (CIP) or analytics are performed for prediction purposes. Effectors – The users from the Jt Effects, OCyber and Soft Effects (such as IA&O) communities who need the appropriate information to execute a target. Work Already Done An initial high-level operating model has been developed and work on use cases and user personas has begun to develop this further. Early, initial engagement with key stakeholders towards architecture development has also commenced. Existing Team The selected partner will be working alongside Military & Civil Servant core programme staff from Army HQ and engage with other programmes in the Headquarters. Staff from delivery agents in Corsham and Bristol also make up the wider team. Other industry partners and contractors will also be on task in developing the architecture of the future system and will play a central role in its development. Current Phase Discovery Skills & Experience • Demonstrable experience within the last 3 years showing the ability to define a data strategy, based on the future Land ISTAR operating model. (1%) • Demonstrable ability to define data standards (in line with Defence standards) and models across a series of Land ISTAR projects and ensure adherence. (1%) • Demonstrable current professional knowledge of AI, ML, data analytics, Cloud and Edge computing. (1%) Work Location Army Headquarters, Andover, SP11 8HT Working Arrangments Provide a managed service in support of the Army HQ team. Activities must be completed working collaboratively with a wide range of stakeholders consisting of civilian and military personnel and other suppliers and consultancy providers. The authority expects the resources to work in Army HQ ANDOVER with occasional site visits in the UK. Remote working is permitted by exception, subject to security constraints and the need to access stakeholders and MoD systems. Security Clearance The supplier will be required to provide incumbents cleared at SC level and experience working with high volumes of personal data (so are DPA 18 aware) and employment will be in line with JSP 440 regulations. Incumbents are to follow both the letter and spirit of Army Headquarters security regulations. Please can you provide the budget for this requirement? I can confirm the budget range is between £1.7M - £2.3M 3. Are we able to provide more than one relevant example in the 100 word answers? Does the Cyber Risk Assessment (Reference RAR-BNAP6CFB) need to be completed alongside the Stage 1 submission as the MOD portal for this is currently unavailable? I can confirm the Cyber Risk SAQ is not required at Expression of Interest Stage. The Authority will provide further guidance and instruction to suppliers successful at EOI Stage and who will be invited to submit a proposal. 5. Can the Authority confirm that the provision of the client side SME Technical and Strategic Support would preclude the provider from provisioning Land ISTAR/Zodiac supply side services? The MOD will permit suppliers to operate on both the client and supply side providing an actual or potential Conflict of Interest (COI) can be satisfactorily managed to avoid any unfair distortion in competition. In order to mitigate risk of a Conflict of Interest, the Authority and the incumbent will agree to a Non-Disclosure Agreement at Contract Award”.
