Summary of the work The scope of work will include the following tasks: • Programme / project management • Familiarity with signalling assets (including digital signalling) • Cost and volume analysis • Asset management • Report writing, MS project, Power Bi, Advance Microsoft Excel Expected Contract Length 10 weeks Latest start date Friday 17 December 2021 Budget Range 100 days effort Why the Work is Being Done The ORR needs a clear understanding that digital signalling proposals are being managed appropriately and can be supported in the Periodic Review process. Problem to Be Solved We need a clearer understanding of Network Rail's digital signalling programme in the lead up to PR23. Who Are the Users The ORR needs a clear understanding that digital signalling proposals are being managed appropriately and can be supported in the Periodic Review process. Work Already Done ORR is already engaged with Network Rail, we require additional resource to expedite our assessment. Existing Team A cross functional matrix team consisting of: Head of Train Control Systems Senior Enhancements Project Manager Senior Financial Analyst Current Phase Not applicable Skills & Experience • Asset management experience • Evidence of recent engagement in the planning of future Electronic Train Control Systems (ETCS) based solutions in the UK • Understanding of the previous use of the Signalling Equivalent Unit (SEU) in the UK rail industry • Project/programme management experience • Strong stakeholder management skills with the ability to obtain and digest a wide variety of information • The ability to present information clearly and concisely in a range of formats Nice to Haves Previous work relating to UK transport or other public sector. Work Location Supplier can work remotely, with a requirement to attend stakeholders where necessary. Engagement with the team at 25 Cabot Square, London may be required periodically.
