Tender description

Health Education England (HEE - the Commissioner) will be commencing a Prior Information Notice (PIN) and Market Engagement for Dental Lead Employer. One of the responsibilities of HEE is the organisation, management and quality assurance of postgraduate training to dentists in regulatory (General Dental Council) approved training posts across England. "Dental Foundation Training is defined as a relevant period of employment (fully funded by the NHS) during which a dental practitioner is employed under a contract of service by an approved training practice to provide a wide range of dental care and treatment" (COPDEND) UK. The ambition for a Lead Employer builds upon the recommendations that will arise from the national 'Enabling Staff Movement Programme' that is jointly led by Health Education England, NHS England and NHS Improvement (NHSEI). The aim of the programme is to improve the induction and rotation process for dentists in foundation training enabling movement between NHS and non-NHS organisations to be efficient and to avoid unnecessary duplication of employment, deployment and induction processes. This Prior Information Notice (PIN) is to advise prospective providers of the Commissioners intention. We also plan to hold a Market Engagement session on Thursday 4th November 2021 from 3-5pm to share more information with organisations interested in potential opportunity. The event will provide an opportunity for to find out more about the aims of the tender, the process that we anticipate following, general discussion and an opportunity to network. Please RSVP your attendance by 4pm on Tuesday 2nd November 2021 with the name, title and contact details for attendees (a maximum of two attendees per organisation) to Dentalreform@hee.nhs.uk An invite to the MS Teams session will be sent prior to Thursday 4th November 2021. HEE will use the opportunity to gather intelligence and may influence and inform the development of the final tender. The procurement will be conducted as an Open Procedure under the Public Contracts Regulations 2015 and is expected to be published Mid November 2021. The contracting authority reserves the right not to proceed with the Procurement, or any part thereof, or change the requirements as necessary at any time. The Contracting Authority requests that all communications following launch of tender opportunity is channelled through the e-portal system and not with the Contracting Authority itself other than as expressly permitted within the ITT (Invitation To Tender) documentation.
