Tender description

The Welcome Back Fund is providing councils across England a share of £56 million from the European Regional Development Fund (ERDF) to support the safe return to high streets and help build back better from the pandemic. This funding builds on the £50 million Reopening High Street Safely Fund (RHSSF) allocated to councils in 2020 and forms part of the wider support government is providing to communities and businesses. Luton Council worked with Luton BID and The Mall Luton, to develop a partnership approach to the fund which will fund a range of activities and services that will improve Luton’s perception, safety and appeal. Funded activities include a new piece of public art for the town centre, cleansing, communications and community safety services. The town centre markets will activate an improved Market Hill area, which will have green walls and new picnic benches installed as part of the funded activity. The markets will have two key goals: 1. To support local food, beverage and craft traders to trade outside, diversifying their income streams and improving their capacity to recover from the impact of the pandemic 2. To attract consumers and audiences to the town centre through modern, innovative and inclusive market activity featuring a programme of talented live music and outdoor arts activity.
