Provision of ‘30by30: best practice for conservation’

Nature is declining globally at rates unprecedented in human history with around 1 million animal and plant species now threatened with extinction, many within decades. Among the main drivers of biodiversity loss, which is not only an environmental issue, but also a developmental, economic, security, and social one, are changes in land and sea use. Three-quarters of the land-based environment and about 66% of the marine environment have been significantly altered by human actions. These trends can only be halted and reversed through transformative changes including an increased global effort to conserve nature and use it sustainably. The Fifteenth meeting of the Conference of the Parties (COP15) to the Convention on Biological Diversity (CBD) will see the agreement of an ambitious post-2020 global biodiversity framework. The goals and targets under the framework call for, among other actions to halt and reverse biodiversity loss, the conservation of at least 30% of land and sea areas globally by 2030 (30x30) with a focus on areas of particular importance for biodiversity and its contributions to people, through effective, equitably managed, ecologically representative and well-connected systems of protected areas and other effective area-based conservation measures. The post-2020 framework will be accompanied by a monitoring framework to support the implementation of the goals and targets among Parties. To build on the evidence base for the post-2020 framework, DEFRA is looking to fund research on general best practice for conservation, including cost-effective high-impact actions that could be applied by Parties to the CBD wanting to implement 30x30. The output of this project will be presented to Parties at COP15 in support of the post-2020 framework and to provide further clarity on how all can achieve 30x30, a cornerstone target of the framework, successfully.
