Summary of the work ICO is looking to maintain its technical capabilities in the area of electronic identification and trust services. We want to recruit a specialist contractor to serve as the ICO’s technical subject matter for associated standards relating to electronic signatures, qualified digital certificates, electronic seals, timestamps and other authentication mechanisms. Specialist role Cyber security consultant Expected Contract Length Two year term, with an optional 25% extension at the discretion of the ICO Latest start date Wednesday 26 January 2022 Who Speclialist Work With • Core eIDAS team in Assurance primarily Head of Assurance (Supervision) and legal colleagues • All relevant ICO teams with a connection to eIDAS work including investigations, frontline helpline staff, technology and innovation, cybersecurity, breach reporting team What Specialists Work On • Own the development and implementation of all processes for assessing trust services to ‘qualified status’ • Providing technical knowledge to any ICO team in respect of the UK eIDAS regulation • Support the Head of Assurance in the development of ICO technical policy in respect of the UK eIDAS regulation • Engaging with external technical stakeholders such as UKAS, tScheme, BSI, FESA, DCMS • Ensuring technically accurate and up to date guidance is provided to external stakeholders • Assist the Head of Assurance develop longer term plans for the ICOs work in respect of eIDAS Skills & Experience • Detailed technical knowledge of trust services covered by the UK eIDAS regulation - 20 points • Substantial experience of working at a technical level with trust services to ensure regulatory compliance - 20 points • Good knowledge of the UK eIDAS regulation and associated technical standards for trust services (e.g. ETSI standards) - 20 points • Ability to communicate technical knowledge to non-technical audiences internally and externally - 15 points • A good understanding of the broader legal and policy environment within which ICO operates - 15 points Nice to Haves • Good knowledge of third-party technical conformity assessment processes and supervisory activities involved in granting qualified status to trust service - 10 points • Experience working with international stakeholders - 10 points Work Location ICO, Wycliffe House, Water Lane, Wilmslow, SK9 5AF Working Arrangments Your primary location will be remote but you may occasionally be asked to work on-site at ICO locations across the UK as CV19 restrictions permit. Expenses will be within your daily rate for your regular work location. Additional travel expenses will be available should you need to travel to other sites outside ICO locations. The ICO supports flexible working. The role may include occasional European travel when CV19 situation permits – likely maximum 2 trips per year in order to meet with organisations involved in the FESA network. Security Clearance BPSS or similar Additional T&Cs Maximum invoiced days per year set at 60. Without guarantee, this may increase to 90, depending on future eIDAS budget.
