As the admitting authority for community schools, the LA has the statutory responsibility to arrange for an independent appeal panel to hear appeals for schools that are oversubscribed. Legal Services has been carrying out this service and subsequently billing schools pursuant to statutory guidance: section 8.3 (20), scheme for financial local authority maintained schools However, they have informed Children’s Services that they no longer have resource to carry out this statutory duty and have requested that we source a private sector firm to do it for us with immediate effect.
