<p>St. Helens Council is seeking tender submissions from suitably qualified and experienced consultants to undertake development of a St Helens Walking and Cycling Access Network Plan, utilising the Department for Transport&rsquo;s Local Cycling and Walking Infrastructure Plan (LCWIP) approach. The &ldquo;LCWIP Access&rdquo; network plan will complement and expand on the Liverpool City Region Local Cycling and Walking Infrastructure Plan (LCWIP), extending the proposed network to ensure coverage for all of St Helens Borough&rsquo;s key settlements and communities. The network should be evidence-based and designed to help make walking and cycling the best mode choice for local journeys.
