Tender description

EirGrid is responsible, under Regulation 28(3) and 28(4) of the European Community (Internal Market in Electricity) Regulations S.I. (60 of 2005) (the “Regulations”), to report on the monitoring of security of supply of electricity matters and identify where it is of the view that security of supply is threatened or is likely to be threatened. In accordance with our statutory obligations EirGrid has advised the Irish Commission for Regulation of Utilities (CRU) of security of supply concerns and has identified a number of recommendations as measures necessary to cover peak demand and to deal with shortfalls. In determining this position EirGrid has considered the adequacy of generation capacity, the state of the transmission network and whether it has sufficient ancillary, or system, services to meet demand for electricity. This analysis has identified a requirement of 100 MW additional generation from 2023/2024 for a minimum of 2 years (the “requirements”). The CRU, with the consent of the Minister for the Environment, Climate and Communications, has directed EirGrid under Regulation 28(10) of the Regulations, in our capacity as the transmission system operator, to secure the delivery 100 MW from 2023. This competition addresses will address this 100 MW requirement. EirGrid is therefore seeking a Candidate(s) that can provide 100 MW of generation onto the transmission network by a target date of Q3 2023. (The provision of the fully operational generation is required for 2 years from this date) This is a Prior Information Notice (PIN) in relation to an upcoming tender competition.
