Tender description
TfL is seeking to appoint a concessionaire that is capable of efficiently administrating, operating and developing the Fleet Operator Recognition Scheme (FORS). The concessionaire will be required to: · administer FORS in a lean, efficient way and to an exceptional standard, in the interest of road safety and the environment; · improve FORS economic sustainability through the diversification of revenue streams so it is not solely reliant on operators; · ensure FORS offers value for money to fleet operators and organisations which mandate FORS in their contracts; · work collaboratively with industry and multiple audit providers. The concessionaire will be responsible for the administration aspects of FORS, which include but are not limited to: project management, processing finances, marketing/PR/communications, provision of a helpline, website, commercialisation of assets, certification, audit provision management, quality assurance and compliance. Lot 1: Since the appointment of the current concessionaire in 2014, FORS has grown significantly and today has over 5,000 accredited operators, consisting of over 105,000 vehicles. There are now accredited operators across 17 countries and FORS is seen as international best practice. Further information can be found at www.fors-online.org.uk To prevent a conflict of interest, the concessionaire cannot be: · a FORS audit provider — as they will be required to undertake independent quality assurance on the audits and issue/enforce certifications, · the FORS Governance and Standards provider — who sets the FORS Standard and acts as a final independent appeals board on audits, audit provider management, compliance and certification. Established by TfL in 2008, FORS is a TfL owned accreditation scheme which requires freight and fleet operators to meet specific safety and environmental standards that are above and beyond the legal minimum.
