Full-Time Technical Support Service in ODS & F-Gases Enforcement

Tender description

The successful tenderer will be required to provide the services of a suitable resource to assist the EPA’s ODS & F-Gases Team, with a variety of enforcement and permitting tasks which includes, but is not limited to, the following: 1. Organising, scheduling and executing inspections at the premises of relevant organisations to determine compliance with the ODS and F-Gas Regulations and the Waste Management Act 1996, as amended, in respect of waste ODS and F-Gas management, including reporting, issuing non-compliances and following up on inspection findings. 2. Surveying Halon Critical Users and preparing a national annual report on Halon Critical Use for submission to DECC and the European Commission. 3. Investigating and responding to queries from Customs in relation to ODS and F-Gas movements into/out of EU and resolving enforcement issues arising. 4. Pursuing ODS and/or F-Gas obligated parties that do not submit required reports to the Commission as required. 5. Investigating complaints and responding to queries. 6. Undertaking market surveillance in relation to illegal sales of HFCs and taking enforcement action as appropriate. 7. Developing a strategy for stronger enforcement of illegal HFC sales. 8. Preparation of practitioner guidance relating to ODS & F-Gas requirements. 9. Collating, analysing and reporting data on SF6 use across all ESB Networks infrastructure. 10. Issuing Prior Annual Notification (PAN) authorisations to obligated practitioners. 11. Administrative tasks associated with the items above, including maintenance of practitioner databases, correspondence files and work trackers, presenting and reporting on task outcomes. The estimated start date of the contract will be early March 2021. The initial contract period will be for 220 days (12 months) from the beginning of March 2021 to the end of February 2022 approximately. There is potential to extend the contract period for up to 6 months subject to satisfactory performance.
