Tender description

Swansea Council (the Council) invites tenders for inclusion onto a framework agreement of educational providers for pupils who are educated within Swansea Pupil Referral Unit (PRU). Swansea PRU caters for pupils aged from 5-16. In its secondary provision, it serves to support young people aged 11-16 who are not educated in Schools. The pupils who attend the PRU have severe and complex needs and can be highly challenging pupils in terms of their behaviour and attitudes to learning. The aim of the framework is to provide additional curriculum and vocational support for pupils in the secondary phase of Swansea PRU. These include pupils who are aged from 13-16 and who represent some of the most challenging young people in the authority; in order to nurture a positive experience of full-time education by developing a unique programme of support bespoke to each young person. This bespoke package will include varying amounts of academic content provided by teachers based at Swansea PRU combined with a vocational provision provided by the successful providers. The programmes have each young person’s interests and needs at their centre. As a means of supporting young people accessing the Pupil Referral Unit, Swansea Council is specifically looking to source a provision that has a focus around careers/experience in the Military. We are looking for a provision that will offer additionally to statutory counselling services that can be delivered over a number of weeks. The provision must have a central focus on resilience and aim to build on areas the pupils can develop in order to achieve success in their future careers and life. The Council are looking for specific provision that will develop the skills to show initiative and resourcefulness. The design of the programme and duration of the programme can be varied but must focus on skills and aim to develop key themes such as showing initiative, risk-taking, resilience, problem solving, creativity, lateral thinking, blue-sky thinking, innovation, imagination and determination. The projects themselves can be varied in nature and typically last for up to 8 weeks or sessions. A specific qualification is not expected but activities should be motivational and inspire young people in a particular area. All companies awarded for product lots can be approached to develop bespoke programmes in collaboration with the requesting school. The Council are looking for short and/or long provision within the academic year offering additionally to statutory provision. Generally, complementary or alternative curricula will be designed to lead on to specific careers and be vocational in nature. We would expect full, partial or unit qualification to be completed, which must be on the QiW website. Provision is required in the following areas: — Lot 1A: Arts, Crafts and Photography; — Lot 1B: Catering and Hospitality; — Lot 1C: Computing and Digital Technology; — Lot 1D: Engineering, Construction and Motor Vehicle; — Lot 1E: Hairdressing, Beauty and Holistics; — Lot 1F: Health and Childcare; — Lot 1G: Music, Media and Performance; — Lot 1H: Sports, Fitness and Outdoor Pursuits; — Lot 1I: Travel and Tourism; — Lot 1J: Land Based Studies; — Lot 1K: Animal Care; — Lot 1L: Vocational Studies.
