Summary of the work The specialist, who should be an experienced Cost Modeller will be required to produce and analyse financial information to support an Options Analysis and Business Case for submission to the MOD Investment Appraisals Committee. What Specialists Work On The specialist, who should be an experienced Cost Modeller will be required to produce and analyse financial information to support an Options Analysis and Business Case for submission to the MOD Investment Appraisals Committee. Skills & Experience • Have experience of supporting a high value business case through the relevant internal approvals process and securing approval from the relevant boards. • Be familiar with HMT Green Book Guidance (Five case model). • Be familiar with the discounted cash flow technique and the treatment of optimism bias and risk. • Evidence strong stakeholder management skills, and the ability to communicate and build relationships effectively with a broad range of people, both verbally and in writing. • Have experience of creating and maintaining Investment Appraisal and Whole Life Cost Models. • Have experience of providing financial information for Contract Schedules. • Advanced Excel Skills. Nice to Haves Previous experience of working within MOD. Work Location BASE Delivery Team, Defence Digital, Building 405, Spur F2, Westwells Road, MOD Corsham, SN13 9NR Working Arrangments 5 days per week for 10 weeks to 31 March 21 5 days per week for 16 weeks to 16 July 21 37 week option from 19 Jul 21 to March 22 at 3 days per week Security Clearance SC-in place prior to commencement of tasking. Is MOD able to SC clear team members who do not currently hold that level of clearance? The Authority will not be able to provide SC Clearances. SC must be in place prior to and for the duration of the contract due to the projects the individual is required to work with. 2. Is T&S applicable? T&S is not applicable for this requirement. 3. Is the requiremnt inside or outside IR35? The requirement is outside IR35. 4. Who will I work with? Multi-disciplinary team comprising Civilians and Contractors within the BASE Delivery Team. 5. Where will I be working? The individual will work from home until told otherwise however there will be a requirement for some adhoc attendance at Corsham - BASE Delivery Team, Defence Digital, Building 405, Spur F2, Westwells Road, MOD Corsham, SN13 9NR 6. Is there a current or preferred bidder for this work? There is no incumbent or preferred bidder for this requirement. 7. Is there a current incumbent? There is no incumbent. 8. Please can you confirm the IR35 status? Please see the answer to CQ3. 9. Are you likely to take the option weeks? The 37 week option from 19 Jul 21 to March 22 at 3 days per week is not guaranteed and is subject to funding approval. 10. Can we bid the maximum day rate and score maximum marks on price? The Authority are looking for the best value in terms of rate and skills set. Price is weighted at 35% and therefore the lowest compliant bid will score the maximum weighting on price. We are looking to achieve VFM whilst meeting the essential skills of the requirement.
