Cambridge City Council - ESRI System

Tender description

Paul Ashbridge from 3cICT is now the project manager for the replacement Spacial/GIS System for the existing ESRI system. Cambridge City Councils costs are £23k per annum, total cost per annum for HDC, CCC and SCDC is £70k. Please note that Spatial/GIS is a 3cICT controlled service. Our planning systems (and other systems) all link to these systems. Paul has confirmed that 3cICT had to upgrade extensively HDC/CCC’s system last year and this cost £60k to meet regulatory and compliance. This cost was £60k and took extensive staff time to undertake. In order to avoid wasting the money and staff time in the upgrades and avoid the costs of migrating the system, Paul has asked if it in these circumstances we would consider a direct award under a Crown Commercial Framework contract. Having looked at this, Crown Commercial Services – RM 3821 has the existing supplier ESRI (Lot 2b Planning and Environmental) and the buying guide confirms direct award is acceptable (The requirement must be intrinsically linked to a system already within the customers organisation – which it is). My view is that due to the relatively low value of the system, the investment in money/time last year, the ability to direct award on a competitive government contract and to ensure that we regain contractual compliance we direct award and create a plan for the replacement through a competitive means on renewal.
