<p>THIS SOFT MARKET TEST EXERCISE IS NOT A CALL FOR COMPETITION. Rochdale Borough Council, with the support of STAR Procurement is researching the market and considering options for external consultancy support to work with the Rochdale Council Joint Leadership Team to help develop a renewed purpose and vision for transformation. Following the soft market test exercise and generation of expressions of interest, the Council are looking to appoint a professional consultancy organisation, with extensive experience in local authority transformation to support the Council and CCG to help them step up and accelerate their approach and delivery of transformation across the organisation(s).
