Education Buying Group Ltd is inviting providers of Vehicle Hire Services to participate in a formal Preliminary Market Consultation for a proposed national Framework Agreement for the provision of vehicle hire and/or car share Services. Preliminary Market Consultation (PMC) is a “pre-procurement” process that enables contracting authorities and/or procurement agents acting on behalf of contracting authorities that are subject to the Public Contract Regulations 2015 to seek responses from the market in transparent, fair and equitable manner. The preliminary market consultation is an opportunity to influence the potential future shape and solution of a future procurement process. Lot 1: Vehicle Hire It is proposed that the framework will be for self-drive vehicle hire and car share. This will consist of a wide range of vehicle types on a short to medium term basis across the UK. The scope includes (but is not limited to): Manual, Automatic, Estates, MVP, Mini-bus, 4x4, Car derived vans, and vans. The Framework will be used by the end users either for one-off solutions (e.g. a hire) or the user may open up a further competition with the intention of entering into a longer-term arrangement with a supplier.
