Recreational Vessel Disposal Study

Introduction 1. Marine Scotland is responsible for delivering policy to meet our international and national commitments to reduce marine litter, including litter prevention, removal and supporting better waste management for marine industries. The majority of recreational vessels are made of a material containing plastic polymers and there is not a defined infrastructure to manage this waste stream in Scotland. This study seeks to provide the evidence to inform future policy. Background & Context 2. In order to inform policy development to improve waste management for end of life recreational vessels, it is essential that there is a clear understanding about the volume, location and type of materials in this waste stream, current disposal options and barriers and potential policy options to address this problem. The contractor will be required to engage with the recreation vessel sector, local authorities, harbours and marinas. Scope /Statement of Requirement Requirement overview 3. This desk study will produce a report which provides: - Quantification of the type and distribution of recreational vessels requiring disposal annually in Scotland, - Estimates of the material composition of vessels requiring disposal, defining the materials in use, and therefore the specific disposal requirements/recycling potential, - An overview of current barriers to responsible vessel disposal, - An overview of current supply chain and disposal routes – showing the number of recreational vessels joining the fleet annually and any existing disposal routes which can handle large, bulky and often contaminated items, - A summary of current efforts by Local Authorities, marinas, ports and harbours to clean up broken/abandoned vessels, - Policy options to address the problem.
