The Liverpool Clean Air Plan (LCAP) is being produced in reply to the Council being legally mandated by Government in October 2018 to improve air quality across the city in the shortest possible time. The LCAP Programme Manager role is to lead the programme; to develop the Outline & Final Business Cases; to secure the required Government funding and to plan/enable the delivery and implementation of the required works to achieve air quality compliance in the shortest possible time. It is a highly specialised role. Furthermore, although the LCAP is fully funded by Government, the extremely tight deadlines put upon the Council has meant that at no time has there been the ability to look at recuriting a permanent Programme Manager through the normal Council recruitment process, and in addition there is a degree of uncertainty of future funding that would make it possible to take on a full-time direct employee to carry out the overall Programme Management this work.
