Tender description

Blaenau Gwent County Borough Council (BGCBC) has commissioned a Strategic Outline Case in accordance with the requirements for Stage One WelTAG aimed at improvements to the Blaina Road Corridor in Brynmawr, to the south of the town centre. The study also takes into account movement to and through the town centre including links to the town centre particularly from areas to the south (Nantyglo) The focus area of the study comprised the following strategic sites and connections between them: 1. Lakeside Retail Park including access to neighbouring communities; 2. Former NMC brownfield site which has been consented for retail development and work has started on site; 3. Stagecoach Depot Site (3a) and Austin & Sons Vehicle Repair Garage (3b) to the rear of the site and linkages to the neighbouring Warwick Road Park and housing estate; 4. Auto Links Garage across Lake Road; 5. Roundabout on Blaina Road and linking to Blaen-Afon Road; 6. Former GP Surgery site on Blaina Road 7. The Boiler House, Grade II Listed heritage building 8. Costs Coffee Shop, Blaina Road 9. Vacant Brownfield Site (9i) and Petrol Station (9ii), Blaina Road and 10. Improvement to the lakeside environment, including access to the waterside and enhancement of the Pump House as a local landmark should be considered as a local stopping point and feature of the landscape. Scope of work Required In order to inform their approach to delivering traffic interventions in Brynmawr, BGCBC is seeking suitably qualified and experience consultants to undertake a qualitative study of the pedestrian and vehicle movements in and around Brynmawr town centre. This commission will include: • high level high definition camera surveys • Tracking of vehicle and pedestrian paths to identify and represent graphically desire lines and vehicle speeds; • Tracking of vehicle wheels to provide real world axle tracking for all motorised vehicles at the roundabout(s); • All data processing is required to be carried out in the UK.
