Tender description

Oxfordshire County Council’s Library Service delivery model relies heavily on self-service kiosks which exist in all 44 libraries across Oxfordshire. This model facilitates the public being able to manage tasks such as issuing, renewing and returning items independently in a self-serve fashion and is linked to the Library Management System used by the library service. Additionally, users can pay for library fines incurred through late return of items, and for printing costs linked to the public computers, interfacing with the Netloan system that manages computer bookings and release of printing. In three libraries the self-service machines are required for paying for, and releasing, printing during unstaffed hours. The trigger for the proposed project stems from the end point failure of an increasing number of existing self-service kiosks which have all reached end of life and are being supported in the short-term by extended support contracts. In the short-term the service area has identified 10 libraries that collectively make up 69% of kiosk usage. In light of this research, it is anticipated that kiosk replacements in these libraries are likely to be a priority. With this background in mind, the project will seek commercial solutions for the replacement of the kiosks and develop a phased approach of kiosk replacement over the next 2-3 years. The kiosks must be PCI complaint to ensure all payment information is secure and protected. Devices currently connect via a local LAN to a data centre. The LMS library system is accessed via the data centre and cloud hosted service. In the future, there will not be a Wide Area Network access it will be via device itself. The council is also seeking quotes for the removal and disposal of the 81 existing kiosks. This is an optional service and the council will be under no obligation to pursue any offers of business for this service.
Keywords: Kiosk, Library , Self Service , RFID
