Tender description

The Department for Infrastructure (DFI) is currently preparing to initiate a procurement process to establish a contract with a Supplier to establish an e-transport scheme on Rathlin Island. The potential scale and scope of this service is such that it offers a significant opportunity to bidders. Prior to initiating the procurement the Department wishes to establish the level of market interest in participating in the procurement process. The purpose of this PME is to explore the feasibility of a three year scheme with the overall aim of assessing the feasibility of using electric vehicles for a community led e-transport scheme on Rathlin Island, for use by residents and visitors, while also increasing awareness of Blue-Green energy across NI. The proposal seeks to provide capital funding to the Rathlin Development and Community Association (RDCA) to purchase 20 e-bikes (18 single e-bikes and 2 Cargo e-bikes for families), with associated infrastructure, which will be more environmentally friendly and economically efficient than the currently used petrol and diesel fuelled vehicles. The scheme aims to encourage electric bicycle usage as a viable alternative for island residents and visitors; as well as showcasing sustainable transport solutions for the wider population. The scheme will also involve the purchase of an e-car but this will not form part of this PME.
